MR. KNATCHBULL-HUGESSEN

said, he was asked last night by the noble Lord the Member for Haddingtonshire (Lord Elcho) to explain a charge of £24 for arms for Canada. The noble Lord wished to know whether the arms were rifles, but it turned out they were heraldic arms, a new seal having been furnished upon the federation of the North American Provinces.
