§ SIR HENRY STORKSIn the unavoidable absence of the Secretary of State for War, I will, with the permission of the House, answer the Question that has been just put. The over-regulation price is given by the Bill to those officers who would receive it if the Bill did not pass. Every case will be decided by the Commissioners.
