HC Deb 10 March 1871 vol 204 c1774
MR. BAINES

asked the Vice President of the Committee of Council, Whether it is intended by Articles 19 to 21 of the New Code that Her Majesty's Inspectors should examine children in Infant Schools under the new First Standard; and whether all the children under seven years of age will be transferred from the infant to the boys' or girls' department?

MR. W. E. FORSTER

replied that children under seven years would have to be examined in order that the Inspector should be able to ascertain that they are instructed suitably to their age. It would depend on the convenience of the Inspectors whether the examination should be held in the infant or other department of the school.
