GLADSTONESir, Mr. Odo Russell's attention having been called to certain proceedings in this House he has addressed an explanatory despatch to Her Majesty's Government on this subject, which despatch I will lay on the Table of the House; I have only to say, on the part of the Government, that the despatch is, in their view, entirely satisfactory.
