§ VISCOUNT ENFIELDSir, the Government has not declined to enter into arrangements with the Netherlands Government for the abolition of herring brands; but the Netherlands Government has been informed that the question could not engage the attention of Her Majesty's Government this Session in consequence of the pressure of Public Business.
