TORRENSsaid, he had received so many testimonies of the sense entertained of the importance of his Amendment prohibiting enlistment under 20 years of age from persons of great authority connected with the Army, and so many assurances of support from hon. Gentlemen on both sides of the 1931 House, that he should certainly take an opportunity, when it was proposed to omit Clause 6, of calling the attention of the House to the subject, and moving his Amendment as a substantive clause.
