asked the Secretary of State for War a Question, of which he had not given Notice, with respect to the report that it was the intention of the Government not to ask Parliament for the Vote of £5,000, which sum the Government had proposed to apply towards removing the block that had occurred in the promotion of the Officers of the Artillery?

MR. CARDWELL

said, he preferred postponing his Answer to the Question until the hon. and gallant Gentleman had had an opportunity of giving him due Notice of his intention to ask the Question.
