CAPTAIN ARCHDALL

asked the Secretary of State for War, If it is true that the Lord Lieutenant of Surrey has refused to appoint three gentlemen to Surrey Regiments of Militia, on the ground of their not living in the county; and, whether it is essential that a candidate for a commission in the Militia should reside in, or be connected by property with, the county to which the regiment belongs?

MR. CARDWELL

Sir, I have understood that it is the wish of the Lord Lieutenant of Surrey to fill the vacancies by gentlemen of the county. It is in his own discretion whether to recommend officers from his own county, or from other counties.

wished to know whether it is right that a regiment joining a flying column should be deprived of its complement of officers at the caprice of the Lord Lieutenant?

When a question reflecting on an absent Gentleman is asked the least thing that could be done is that I should have full notice before being called upon to answer it.
