§ LORD ELCHOinquired whether the postponement of the manœuvres was made with the permission of the General commanding the troops encamped in Berkshire?
§ MR. CARDWELLThe objection I have to that question is that it is absolutely absurd. It is not for a subordinate officer to discharge the Government from their responsibility.
