asked the Secretary of State for War, Whether the system of promotion by selection now determined upon is to apply to the medical as well as to the other officers of the Army?

MR. CARDWELL

Sir, under the existing Warrant, promotion to the ranks of Inspector General and Deputy Inspector General is by selection. Promotion from Assistant Surgeon to Surgeon is by seniority, if the officer be competent. There is power to give special promotion for distinguished service.
