rose to move— That, in the opinion of this House, to place the country in a state of permanent security, it is necessary to establish our military system on the basis of recognizing the obligation of all citizens to defend their Country, and of fitting them by training for the discharge of their duty. The hon. and gallant Member proceeded to address the House, when—
