§ VISCOUNT ENFIELDHer Majesty's Government are fully sensible of the importance of defining the external duties of nations and of their subjects. They have proved this by the amended Foreign Jurisdiction Act of last Session, and by the appointment of the Commissioners who have proceeded to Washington; but, at the present juncture, they can give no more definite promise to the hon. Baronet than that the importance of this subject shall receive the fullest consideration at their hands.
