§ VISCOUNT ENFIELDsaid, in reply, that although it was true that at different times rumours had reached Her Majesty's Government with reference to the subject mentioned by the hon. Member, as they had never assumed any official shape, they had not been looked upon by the Foreign Department as official communications.
