MR. GLADSTONEI am not in a position to name an early day for introducing the Bill; but I assure the hon. and learned Gentleman that I say this not out of any indifference to the subject, but from a desire that we should take the course most likely to secure the passing of the measure. My experience certainly has not shown me that there is any advantage to a measure in laying it on the Table a very long time before you can be certain of bringing it under the consideration of the House. It will be a very great disappointment to me and to the Government if we are not able practically to bring it before the attention of the House, and pass it this Session.
