§ THE CHANCELLOR OF THE EXCHEQUER, in reply, said, that he had never concealed his opinion that Government would confer a great benefit upon the country if it were to give absolute security for life insurance. He must, however, hesitate before attempting to 320 undertake it, because his opinion did not appear to be very extensively shared in by the public. Until the people asked for it, he did not think it would, be wise in the Government to adopt it.
