§ SIR CHARLES W. DILKEsaid, in reply, that when a few days back a similar Question was put to him, he had answered 1096 that the opposition to the Bill now being confined to points of detail, and the Bill already having passed through Committee, he hoped to be able to go on with it; but, inasmuch as since that time he had not been able to find a day upon which to proceed with the Bill, he was compelled to withdraw it with a view to introducing it early next Session.
