§ MR. CARDWELLThe Bill, Sir, of the present year contains the legislative provisions which Her Majesty's Government considered cardinal. Those which have been omitted are—1, the power to place men in the Reserve after less than three years' service in the ranks; 2, the amendment of the law of 1860 in respect of compulsory service; and 3, power to local authorities to borrow money to build barracks. I am not prepared to say that it will be necessary to introduce another Bill next year.
