§ MR. GOSCHENSir, there will be cases in which it will be impossible to include in the consolidated rate moneys levied under the jurisdiction of sewers, those rates in many cases not being fixed with reference to any parochial or local boundary, but according to the levels. There are cases in which there are 17 different levels and 17 different rates. In such cases special provisions will have to be made.
