§ MR. CARDWELLsaid, in reply, that it was an established rule that when an officer was gazetted to a regiment he took his place at the bottom of the list of those of his own rank, and that rule would be followed in the case of officers of regiments disbanded last year, and of officers promoted to unattached majorities and companies when they were again brought into the service.
