§ MR. BAXTERIt is true that arrangements are in progress for the erection of a wall to enclose the space referred to by the hon. Member. The wall is being erected by the Metropolitan Board of Works in accordance with the 72nd section of the Thames Embankment Act of 1862. It does not at all affect the ultimate appropriation of the ground.
