§ MR. STANSFELDreplied, that it was intended to raise, under an Imperial guarantee, the sum of £1,000,000 for the purposes of the Colony of New Zealand. As to whether "a sufficient Sinking Fund will be established, so that within a reasonable period the guarantee may lapse," he had no doubt that arrangements based upon the principle of the Sinking Fund would ultimately be arrived at.
