§ THE LORD ADVOCATESir, I acknowledge the interest and importance of the subject referred to in the Question, and my hon. Friend is aware that the opinions which I individually hold upon the subject of hypothec are in harmony with his own. I have not failed to bring the matter under the notice of the Government; but having regard to the pressure of business in the present Session, I am sure the House will not be surprised if I say the Government is unable to announce any resolution upon this particular subject; but it will be considered, and, I believe, considered in connection with the corresponding law in England, and the Government will at an early day state what their intentions are.
