HC Deb 28 March 1870 vol 200 c723
MR. CARNEGIE

said, he wished to ask the Lord Advocate, If it is his intention to bring in this Session any measure on the subject of the Law of Hypothec in Scotland?

THE LORD ADVOCATE

Sir, I acknowledge the interest and importance of the subject referred to in the Question, and my hon. Friend is aware that the opinions which I individually hold upon the subject of hypothec are in harmony with his own. I have not failed to bring the matter under the notice of the Government; but having regard to the pressure of business in the present Session, I am sure the House will not be surprised if I say the Government is unable to announce any resolution upon this particular subject; but it will be considered, and, I believe, considered in connection with the corresponding law in England, and the Government will at an early day state what their intentions are.
