CAPTAIN VIVIANIn answer, Sir, to the noble Lord's Question, I have to state that the retirement of quartermasters of Militia will be carried into operation in accordance with the principle announced in the Secretary of State's speech on the Army Estimates; that is to say, it will be optional till the 1st of April, 1871, when it will become compulsory. With regard to the second part of the noble Lord's Question, the retiring allowance of quartermasters will be in addition to the pension they receive for their Army service.
