MR. BENTINCK

said, he wished to ask the Under Secretary of State for Foreign Affairs, with reference to the ease of the "Tornado," Why the Royal Order, dated the 27th of July 1867, constantly referred to in the "Tornado" Correspondence, and particularly mentioned in the Report issued by the Council of State of Spain, dated the 21st of March 1869 ("Tornado" Correspondence 1870 page 2–5), has not been presented to Parliament; and, whether this Document has been submitted to the Law Officers of the Crown; and whether he will lay a correct translation of the same upon the Table without delay?

MR. OTWAY

said, in reply, that, the Royal Order had not been presented to Parliament for the simple reason that it had never been communicated to Her Majesty's Government. For the same reason it had not been submitted to the Law Officers of the Crown, and a translation of it could not be laid upon the table of the House. The case of the Tornado had been reported upon by the Law Officers of the Crown, and the purport of the Royal Order might be collected from the decree issued in obedience to the Royal Order.

Do I understand the hon. Gentleman to decline to produce it?

MR. OTWAY

We are not in possession of it.

MR. BENTINCK

My hon. Friend knows perfectly well that it can be obtained from the Government of Spain. I wish to ask him whether he will make an application for it?

MR. OTWAY

I will take notice of what the hon. Gentleman suggests.
