§ MR.CARDWELLNo complaint, Sir, has been made of the manner in which Mr. Hoskins performed the duty of examining recruits at Birmingham. No imputation rests upon his character: Colonel Smyth completely withdrew any such imputation. The reason no civil practitioner is now employed to examine recruits at Birmingham, is that under the new arrangement of military districts an Army medical officer is stationed there.
