§ MR. CARDWELLSir, an Order in Council defining the duties of the Officer Commanding-in-Chief has received the sanction of Her Majesty, and has been laid before Parliament. The intention of that Order is to define, in the clearest terms, and by the highest authority, what is the position of the Officer Commanding-in-Chief. I believe it will be found to be in entire conformity with the declarations which I have always made in this House upon that subject; and, in making those declarations, I have always had the entire concurrence of his Royal Highness.
