said, he wished to ask the First Commissioner of Works, If he will consent, pending the decision of the Government upon the plans for the appropriation of the site, to open a temporary thoroughfare for foot passengers from Carey Street to the Strand, over the ground which has been cleared for the proposed Palace of Justice, in lieu of the thoroughfares which have been closed under the authority of the Courts of Justice Building Sites Act?

, in reply, said, as far as he could judge, the excavations for the foundations of the new building would be begun at so early a period that it would be impracticable to open a thoroughfare across the site, in lieu of those which have been closed, from Carey Street to the Strand.
