said, he would beg to ask the Secretary of State for War, Whether it is the intention of the Government to carry out the recommendation of the Royal Commission (1869) appointed to inquire into the training of Candidates for Commissions in the Army, that students who have passed responsions at Oxford, or a corresponding examination at other Universities, should be held qualified to receive a direct commission, provided always they be within the prescribed limits of age; and, if so, when?

Sir, it is my intention to give effect to that recommendation, and when the approaching examination under the old regulations is over, new regulations will be published, and this will be included in them.
