rose to call attention to the hardship inflicted on medical Officers serving on the West Coast of Africa by the determination arrived at by the Secretary of State for War to disallow their claims for promotion, and to move— That in the opinion of this House it is undesirable to deprive medical officers who volunteered for service on the West Coast of Africa before the 1st April, 1867, of those advantages by the prospect of which they were induced to undertake that service. The hon. Member was proceeding to address the House on his Motion, when—
