That an humble Address be presented to Her Majesty, praying that, taking into consideration the late hours and heavy labours in connection with the duties of the Legislature, and the inconvenience and loss of time arising from the crowded state of the thoroughfares, Her Majesty will be graciously pleased to direct that during the Session of Parliament Members of the Legislature may have free access to the Houses of Parliament by way of Constitution Hill to Birdcage Walk and through the Horse Guards.To open new thoroughfares would cause a large expenditure to be incurred; but by the method he proposed no outlay would have to be made.
MR. BRUCEsaid, there was a good deal to be said in favour of the proposal of the hon. Member; but it would be useless at this period of the Session to present an Address to Her Majesty, because it would be impossible for an answer to it to be returned. The hon. Member had better withdraw his Motion for the present, and renew it early next Session.
