THE ATTORNEY GENERAL

, in moving that the Bill be now read a second time, said, that it was merely supplementary to the Naturalization Act of this Session. A question had arisen whether that Act gave power to the Secretary of State to frame regulations for determining who should administer the oaths, and it was for the purpose of settling that point that this measure was necessary.

MR. RUSSELL GURNEY

said, there were a number of cases in which declarations had been substituted for oaths, and he wished to know whether that was the case in this Bill?

replied in the negative.
