§ MR. CARDWELLSir, the Militia Artillery have always been trained with smooth-bore guns. As to the second Question, I have not thought it necessary to inquire whether Militia officers are prepared to discharge their duty. But I am already in possession of many proofs of zeal which outrun the demands of duty.
