MR. GLADSTONE

, in the absence of the Secretary of State for the Home Department, moved the second reading of the Bill, and expressed a hope that the hon. Member who intended to oppose the Bill would consent to postpone the discussion of its principle until the Motion was made for the Speaker's leaving the Chair.

MR. WATKIN WILLIAMS

said, he was very unwilling to defer his Motion, for he did not think the measure could be amended in Committee. In deference, however, to the wish of the House, he would postpone his Amendment until Monday.
