said, he wished to ask the Under Secretary of State for the Colonies, Whether the Government will be prepared to lay upon the Table the Papers relating to a Petition from the inhabitants of Sierra Leone, praying for the removal of Mr. Justice Huggins, on the allegation that he had passed an illegal sentence?

MR. MONSELL

replied that the Question had been brought before the House during the previous Session by the hon. Member for Dudley (Mr. H. B. Sheridan), and he (Mr. Monsell) then promised that the whole conduct of Mr. Justice Huggins should be submitted to the consideration of the Governor-in-Chief of Sierra Leone, who was then coming to England. It was so submitted, and the Governor expressed his opinion that the conduct of Mr Huggins was not blameworthy. Under those circumstances, he thought it would not be advisable or useful to take any further steps in the matter.
