said, he wished to ask the Under Secretary of State for India, To lay before the House a Copy of the Despatch of the Secretary of State for India to the Governor General of India, with reference to the Act passed by the Governor General of India in Council, on the 1st October, 1868, entitled, the Punjaub Tenancy Act?

Sir, I cannot do what my hon. Friend wishes, because no such Despatch exists. A Despatch on the Punjaub Tenancy Bill was drawn last November, but it was cancelled by the then Secretary of State in Council, and never went to India.
