said, he would beg to ask the President of the Poor Law Board, If he will postpone the Second Reading of the Assessed Bates Bill, now fixed for the 4th March, to give time for the constituencies to express an opinion on its provisions?

MR. GOSCHEN

, in reply, said, that, in deference to numerously expressed views from various quarters, he would in the meantime postpone the second reading, but that he would set it down for an early day next week.
