§ COLONEL SYKESsaid, he would beg to ask the Secretary of State for War, On what grounds he refuses to permit the invention of Mr. Groundwater for the re-adaptation of used musket cartridge cases to be tested, so as to ascertain whether or no a considerable saving might not be effected in the consumption of cartridges; and, if it be not the fact that the machinery used by the Government is adapted only for the original construction of the cartridge case, and not for its re-adaptation for service?
§ MR. CARDWELL, in reply, said, the Director General of Ordnance was perfectly satisfied with the machinery at present in use, by which a large number of cartridge cases had already been re-adapted.
