said, he would beg to ask the Secretary of State for War, Whether Officers commanding Com- panies are to be held responsible for the payment, out of their contingent allowance, of their fines inflicted upon their men for drunkenness, under a recent Regulation; and, if so, what Royal Warrant sanctions such a charge being made upon them?

MR. CARDWELL

said, in reply, that the fines for drunkenness were stopped out of pay by Regulation, and were not the subject of any Royal Warrant under which commanding officers would be held responsible.
