COLONEL NORTHsaid, he would beg to ask the Secretary of State for War, Whether Officers commanding Com- 1296 panies are to be held responsible for the payment, out of their contingent allowance, of their fines inflicted upon their men for drunkenness, under a recent Regulation; and, if so, what Royal Warrant sanctions such a charge being made upon them?
§ MR. CARDWELLsaid, in reply, that the fines for drunkenness were stopped out of pay by Regulation, and were not the subject of any Royal Warrant under which commanding officers would be held responsible.
