THE MARQUESS OF HARTINGTON moved that the first Resolution of the House of the 24th of July, 1860— That in all Contracts extending over a period of years, and creating a public charge, actual or prospective, entered into by the Government for the Conveyance of Mails by Sea, or for the purpose of Telegraphic Communications beyond Sea, there should be inserted the condition that the Contract shall not be binding until it has been laid upon the Table of the House of Commons for one Month without disapproval, unless, previous to the lapse of that period, it has been approved of by a Resolution of the House, be read and rescinded; and in lieu thereof, that it be resolved— That in all Contracts extending over a period of years and creating a public charge actual or prospective, entered into by the Government for the Conveyance of Mails by Sea, or for the purpose of Telegraphic Communications beyond Sea, there should be inserted the condition that the Contract shall not be binding until it has been approved of by a Resolution of the House.
