§ MR. CHICHESTER FORTESCUEsaid, he had prepared a Bill which would substantially carry out the recommendations of the Committee over which his hon. Friend the Member for Roscommon had presided. That Bill was in the hands of the draftsman, and if there should appear to be any prospect of passing it in the course of the present Session, he should be most happy to introduce it; but it was impossible that he could as yet give any promise upon the subject.
