§ THE CHANCELLOR OF THE EXCHEQUERsaid, in reply, that if the hon. Gentleman would look to the 18th clause of the 3rd section of the Act, and take the trouble to compare it with former Acts, he would find that no exemption now granted by those Acts was taken away by the system of Excise Licenses.
