CHICHESTER FORTESCUEin reply, said, the attention of the Government had been directed to this subject; but its importance demanded careful consideration, and the right hon. and 1096 learned Member would doubtless agree with him that it should be dealt with as a separate measure, rather than form part of the Bill now before the House.
