SUPPLY—considered in Committee.

Motion made, and Question proposed, That a sum, not exceeding £6,000,000, be granted to Her Majesty, on account, towards defraying the Army Services, for the year ending the 31st day of March 1869.

MR. AYRTON

said, that the plan of taking Votes before the explanatory statement was made was most objectionable, and that it would be better to adhere to the old practice.

SIR JOHN PAKINGTON

reminded the hon. Gentleman, that it was only intended to take a certain proportion of the sums required.

MR. OTWAY

said, he could see no objection to their agreeing to the Vote. The right hon. Gentleman had treated them very fairly by deferring his Statement, and they need not, in consequence of his having done so, refuse him the money which he asked for on account.

MR. AYRTON

wished to know, whether it was regular to proceed with a Vote of £6,000,000 without a preliminary Statement on the subject?

SIR JOHN PAKINGTON

remarked that if his hon. and learned Friend persisted in his objection he would agree to the Vote being postponed.

MR. AYRTON

still thought that the Motion was one of a very unusual character.
