§ COLONEL FRENCHsaid, he would beg to ask the Secretary of State for War, If his attention has been drawn to the fact that Circular 900, December 15,1866, has practically withdrawn from the Officers of Depot Battalions the privileges of exchange and promotion by purchase which up to that date they enjoyed; and, if so, whether it is proposed to make any compensation for the loss they have thus sustained?
§ SIR JOHN PAKINGTON, in reply, said, he could only repeat the Answer which he had given to a similar Question on a former occasion. The greatest care and tenderness had been exercised towards existing interests, but there was no intention to make such compensation as the right hon. and gallant Gentleman indicated.
