§ LORD ROBERT MONTAGUI am not aware, Sir, of the paragraph in The Times to which the hon. Baronet alludes; but have no doubt that such a paragraph would not have been inserted in that paper without good grounds for the statement. The matter does not come under the cognizance of the Privy Council Office, and the inquiry should be directed to the Secretary of State for Foreign Affairs.
