§ SIR JOHN PAKINGTONI am afraid, Sir, that I shall not be able to put the distinguished-service Majors to whom my hon. and gallant Friend has referred on the same footing as Lieutenant Colonels; I hope, however, to be able to make a concession to those distinguished Officers which will be satisfactory to them; but I cannot state at present the exact mode in which it will be done.
