I wish, Sir, to give Notice that in Committee on the Mutiny Bill, on Thursday next, I propose to move a new clause instead of the clause which now stands in the Mutiny Act, relating to corporal punishment. The clause which I propose to move will have two objects. The first will be to restrict the infliction of corporal punishment in times of peace to three offences—namely, mutiny, aggravated insubordination, and disgraceful conduct of an indecent character. The second object of the clause will be to provide upon the face of the Mutiny Act that which is now only arranged under the Queen's Regulations—namely, the division of soldiers into two classes; and I propose to enact that, under no circumstances, shall a soldier of the first-class be subject to corporal punishment. I will lay upon the table of the House to-night or to-morrow the clause which I mean to introduce.
