§ In reply to Mr. BAILLIE COCHRANE,
MR. CORRYstated, that service in the Coastguard did not count for time in respect of promotion, except in the case of one annual promotion on the special recommendation of the Controller General of the Coastguard, and, consequently, did not qualify Captains on the Reserved List to take the benefit of the recent Order in Council. With this exception, it was necessary that Commanders should serve one entire year in one or more of Her Majesty's ships employed on active service before being entitled to promotion.
