§ THE CHANCELLOR OF THE EXCHEQUERsaid, that Her Majesty's Government were not opposed to the principle involved in the recommendation of the Committee to which the hon. Gentleman referred. The Report of that Committee had only just been placed in their hands, and he had not been able to give that sufficient consideration to the circumstances and conditions connected with the purchases which might be required.
