§ MR. STEPHEN CAVEsaid, the Bill had been read a second time in die House of Lords and referred to a Select Committee, who he believed were considering it at the present moment. He could not yet state what modifications they might suggest, but he had very little doubt that the Bill would come down in the course of a few days.
